The Project aimed at improving the partnership between civil organizations, local authorities from Bulgaria and Serbia in the field of sharing expertise, experience and good practices in involving citizens in management and monitoring of public finances.

The activities were implemented in two phases:

The first phase comprises study visits in three Bulgarian municipalities – Lovech, Sevlievo and Troyan to share experience in the field of civil participation in the process of planning and absorption of municipal budgets.

During the study visit, one-day training was conducted on civil participation in the process of planning and monitoring of municipal budgets and the benefit of forum approach as effective instrument for involvement of citizens in the budget planning.

The second phase included visit in Serbia of two experts from Knowledge Association and one local authority representative. The expert team contributed to the process of involving citizens in approving municipal budget in Serbia with specific expert support and supervision.

As a result the resources and expertise of the Coalition for monitoring of public finances Serbia was strengthened related to the civil participation in the process of management and monitoring of local finances.
